Told You Can't Build an ADU on Your Farm Property? Read This First
Published
If you own acreage outside Portland and you've asked about putting up a second dwelling for family, you may have already gotten the answer: no.
That answer is usually correct. It is also usually not the end of the conversation.
What actually happens on farm-zoned land
A lot of the rural land around Clackamas, Washington, Marion and Yamhill counties is zoned for farm use. Oregon protects that ground deliberately, and one of the ways it does so is by limiting how many dwellings can go on a parcel. Adding a second, stand-alone house to farm-zoned acreage is a much heavier lift than adding an accessory dwelling on a residential lot in town, and on many parcels it simply isn't available.
Two things worth being straight about:
The rules are specific to your parcel, and they change. Zoning, parcel history, acreage, existing dwellings, and how your county reads its own code all matter. Anyone who tells you what you can build without looking at your specific property is guessing. Start with your county planning department, and ask about your tax lot, not about ADUs in general.
"No detached dwelling" is not the same as "no space for family." This is the part most people don't get told.
The shape the answer usually takes
If a separate building is off the table, the path that's typically still open is an addition: living space attached to the existing house.
The instinct is that an addition means a bedroom off the hallway, and everyone shares a kitchen and a front door forever. It doesn't have to mean that. The connection between old and new can be minimal, and how minimal it can be is the single most useful question you can ask your planner.
What we built outside Oregon City
Our clients own about nine acres zoned for farm use south of Oregon City. They wanted a stand-alone unit for family. That wasn't going to be permitted on that parcel.
So we built 1,500 square feet as an addition, connected to the existing house by a nine-foot breezeway.
What that got them:
- Two bedrooms, one set up as an office with a Murphy bed
- A full bathroom
- A real kitchen, not a kitchenette: induction cooktop, wall oven, full-height pantry storage
- A vaulted great room with a wood stove
- Its own entry, its own deck, its own mudroom
- No shared living space with the main house
On paper it is an addition to a single-family dwelling. In practice, somebody lives there and has their own home. The breezeway is the hinge the whole project turns on.
Questions worth asking before you draw anything
Call your county planning desk and ask about your tax lot specifically:
- On this parcel, with this zoning, can a second detached dwelling be permitted at all?
- If not, what does the county count as "attached"? How minimal can the connection be?
- Does a breezeway or a similar connector satisfy it?
- Are there size limits on the addition, and do they run off the existing house's square footage?
- What happens with septic? On rural property this is frequently the real constraint, and it's the one that surprises people. Your existing system was sized for the existing house.
That last one deserves emphasis. We've seen septic capacity, not zoning, turn out to be the thing that decides how big an addition can be. Find out early — it's far cheaper as a question than as a change order.
A few things we'd do the same way again
Design the bathroom for aging in place at the drawing stage. If any part of the reason you're building is aging parents, or yourselves later, the decisions that make a space work for someone with limited mobility are nearly free while walls are open and expensive to retrofit. On this project the curbless shower was on the plans from the first set. We wrote that up separately.
Put a real kitchen in it. The difference between a kitchenette and a full kitchen is the difference between a guest room and a home. If the point is for someone to actually live there, don't cheap out on the thing they'll use three times a day.
Give it its own outside door and its own outdoor space. Separation isn't only about walls. A separate entry and a private deck do more for everyday dignity than another hundred square feet inside.

Zoning and permitting rules vary by parcel and change over time. Nothing here is a substitute for your county planning department or your own land use professional.
